But if simply handing out money were the answer, I imagine that we'd have solved this problem long ago. I once overhead a conversation between two men evidently headed to the local rehab center: "Never give $10,000 to an addict" was one of the life lessons shared.

I too saw exactly this same guy in Prague two weeks ago. I think he is there, the same spot, every day. In one of the busiest tourist thoroughfares, near the Tyn Church and the Old Town Square. Professional beggar. I would not necessarily consider him an "unfortunate individual who needs to beg". The Czech Republic has very little unemployment, in fact many companies are short of staff and find it difficult to hire. You will not see beggars anywhere else in Prague but places where tourist congregate. It is anybody's choice if they want to give alms but I would not in this case.
